What to Know About the LRT City Residential Project

TEMPO.CO, Jakarta - Minister of Housing and Settlements Maruarar Sirait said his ministry has reported the LRT City apartment project developed by PT Adhi Commuter Properti Tbk (ADCP) to the Supreme Audit Agency (BPK) and the Financial and Development Supervisory Board (BPKP).

The project, a subsidiary of PT Adhi Karya (Persero) Tbk., is experiencing delays in completion, leaving consumers with no certainty about unit handover.

Maruarar said the government will also summon both new and existing developers of the LRT City project. "We will summon them. We are committed to protecting the people's rights," he said when met at the Parliament Complex in Jakarta on Wednesday, September 2, 2026.

What is LRT City?

The LRT City project is a residential project with an oriented development concept, meaning it is close to railway stations, both near the Commuter Line (KRL) and the integrated rail transit (LRT) Jabodebek.

On the LRT City website, ADCP lists approximately 12 projects covering 142 hectares. The LRT City project includes LRT City Ciracas, LRT City Cibubur, LRT City Jatibening, LRT City MTH, LRT City Tebet, LRT City Bekasi Eastern Green, LRT City Bekasi Green Avenue, LRT City Cikunir, Grand Central Bogor - Member of LRT City, Oase Park - Member of LRT City, Cisauk Point - Member of LRT City, and Adhi City Sentul.

Regarding the issue with the project construction, Maruarar advises the government to be wise and listen to what both the old and new developers have to say, including audit results from both BPK and BPKP.

Maruarar said the Ministry of Housing has also reached out to the sovereign wealth fund Danatara to address the issue.

Maruarar said Danantara has also prepared a capital injection scheme of over Rp400 billion for the project, without giving out details about the funding. 

On a separate occasion, Danantara Chief Operating Officer Dony Oskaria said his institution would also summon Adhi Karya, the parent company of ADCP. He said Danantara has earmarked Rp456 billion to assist the LRT City project. 

Dony stated that Danantara is also preparing a work plan to resolve this issue. "It will be finalized this month and we will submit it to Adhi Karya so that the housing project can resume," he said at the Parliament Complex, Senayan, Jakarta, on Monday, August 31, 2026.

Adhi Karya, meanwhile, has prepared several schemes to resolve the issue and allow consumers to receive their residential units immediately. "We will opt for the fastest solution," he said.

In a disclosure to the Indonesia Stock Exchange, Adhi Commuter Properti Finance Director Achmad Wachid Abdullah stated that the project has been completed since 2023, but a handover trouble emerged due to the incomplete certificate deed process. According to Achmad, this is because the apartments have not yet been fully sold.

Achmad stated that the handover to qualified customers has been carried out, and some units are already occupied. "Some of the customers who have received the handover have already moved into the apartments," he said on Friday, August 14, 2026.
