Iran: Peace Deal With US, Israel Requires Two-Stage Finalization

TEMPO.CO, Jakarta - Iranian Foreign Minister Abbas Araghchi said a permanent agreement to end hostilities involving Iran, the United States, and Israel is closer than ever, amid intensified diplomatic engagement between Tehran and Washington and growing hopes for a breakthrough under U.S. President Donald Trump's administration.

In a social media post on Friday, June 12, 2026, Araghchi said the prospects for reaching a deal had "never been greater," while stressing that no agreement has yet been signed.

According to Araghchi, the proposed framework for ending the conflict would be finalized in two stages. While the agreement remains unsigned, it would begin with the signing of a memorandum of understanding (MoU), followed by negotiations on several key issues.

"First, the fighting must cease, including Israeli attacks in Lebanon. The Iran nuclear program, lifting of sanctions, and asset disbursement will be discussed in the second stage," Araghchi said, as quoted by Press TV, citing Al Jazeera, on Friday.

He added that the Strait of Hormuz would remain under the joint oversight of Iran and Oman, and noted that the draft MoU is still under review.

Separately, Iranian Parliament Speaker and chief negotiator Mohammad Bagher Ghalibaf said all parties must agree on the core provisions of the proposed memorandum.

"Commitments made must be fulfilled. There are no ifs, ands, or buts. For the forthcoming agreement, there is no other way," Ghalibaf wrote on social media.

A senior U.S. official, speaking to reporters on the same day, said a peace agreement with Iran was not yet complete but was nearing finalization.

The official said the memorandum would include provisions on sanctions relief and the release of Iranian assets. However, Iran would not receive compensation immediately after signing the agreement, as further steps would depend on Tehran's compliance with its commitments.

Echoing earlier remarks by Vice President JD Vance, the official said the unfreezing of Iranian assets would not occur immediately after an initial deal is reached.

"Further technical negotiations on several issues will begin after the initial agreement is signed," the official said.

Threats and Diplomacy

The latest diplomatic push follows two days of direct military exchanges between the United States and Iran earlier this week, raising concerns about the durability of a ceasefire brokered by Pakistan on April 8.

In recent days, Trump and senior members of his administration have combined military pressure with diplomatic outreach, warning Tehran of potential consequences while expressing optimism that a long-term ceasefire agreement could soon be achieved.

On June 11, Trump threatened to seize Kharg Island, Iran's main oil export hub. Hours later, however, he said he had canceled plans for a third wave of U.S. strikes, citing the increasing likelihood of a peace agreement being reached in the near future.
