TEMPO.CO, Jakarta - Moscow is seeking to attract more Indonesian tourists by expanding Muslim-friendly tourism facilities, as the number of visitors from Indonesia to the Russian capital continues to recover but remains below pre-pandemic levels.
Maria Pasuginova, head of the Asia, Commonwealth of Independent States and Latin America Department at the Moscow City Tourism Committee, said 3,600 Indonesian tourists visited Moscow in the first half of 2026, up 12 percent from the same period last year.
The figure represents nearly half of the 7,500 Indonesian tourists recorded in Moscow throughout 2025. However, it remains well below the 16,000 Indonesian visitors recorded in 2019, before the COVID-19 pandemic.
“Moscow continues to develop a Muslim-friendly environment, including for Indonesian tourists, and we are working to increase the number of restaurants and hotels that can properly accommodate Muslim travelers,” Pasuginova said at a press conference in Jakarta on Tuesday.
Moscow Expands Muslim-Friendly Facilities
Moscow has compiled information on hundreds of Muslim-friendly tourist sites, hotels and halal restaurants. The locations are listed on the city's “Discover Moscow” platform, which also provides information on mosques and other places where Muslim visitors can pray.
Pasuginova said the city also has specialized tour guides who can assist Muslim tourists in finding suitable attractions and halal restaurants.
Moscow is also working on developing tourism packages specifically designed for Muslim travelers, she said.
The initiatives come as international tourism to Moscow continues to recover following the disruption caused by the COVID-19 pandemic. For Indonesian visitors, access to halal food, places of worship and Muslim-friendly accommodation can be among the considerations when choosing a destination.
“We are ready to learn about the cultures and habits of foreign tourists and create an increasingly Muslim-friendly environment in Moscow,” Pasuginova said.
“We understand how important this is for Muslim tourists from Indonesia who plan to visit Moscow.”
