Iran, Oman Draft Strait of Hormuz Monitoring Protocol

TEMPO.CO, Jakarta - Iran is currently drafting a protocol with Oman to oversee maritime traffic in the Strait of Hormuz, said a senior official on Thursday.

"We are drafting a protocol for Iran and Oman to supervise transit in the Strait of Hormuz," said Kazem Gharibabadi, Iran's Deputy Foreign Minister for Legal and International Affairs, in a statement quoted by the Iranian news agency, IRNA, as reported by Anadolu.

He mentioned that ship movements during peacetime have been carried out and coordinated by Iran and Oman as two coastal states.

"These requirements do not mean restrictions, but rather aim to facilitate and ensure safe passage and provide better services to ships," he added.

Shipments through the Strait of Hormuz, a vital route for oil and gas distribution, have sharply declined after the war between the United States and Israel against Iran, prompting several countries to consider alternative maritime and land routes.

Approximately 20 million barrels of oil pass through the strait every day, and the potential closure has triggered increases in oil prices, shipping, and insurance costs, raising concerns for the global economy.

Gharibabadi stressed that the Strait of Hormuz "remains open and traffic flows smoothly."

"When we face aggression, movement encounters serious disruptions," he said. "We are now in a state of war, and wartime conditions cannot be governed by peacetime rules."

He also stated that attacks on nuclear facilities under the supervision of the International Atomic Energy Agency (IAEA) violate international law, the UN Charter, and related resolutions.

Such actions, he continued, jeopardize international peace and security and require serious steps from the United Nations Security Council (UNSC).

He mentioned that several Iranian nuclear sites have been targeted, including around the Bushehr nuclear power plant and facilities in Ardakan, Khondab, Natanz, and Fordo.

"All these actions are in violation of international law," he said.

Gharibabadi warned that if Iran's facilities are attacked from another country, then "similar facilities in that country will also be targeted with equivalent response," which he referred to as the legitimate right to self-defense based on the UN Charter and international law.

Regarding the Nuclear Non-Proliferation Treaty (NPT), he said Iran remains committed, but acknowledges increasing domestic criticism.

"There are increasing voices questioning why Iran continues to adhere to its commitments," he said, including proposals in parliament to withdraw from the agreement.

Regional tensions have increased since the U.S. and Israel launched a joint attack on Iran on February 28, reportedly killing more than 1,340 people, including the then Supreme Leader, Ali Khamenei.

Tehran retaliated with drone and missile attacks targeting Israel, as well as Jordan, Iraq, and Gulf states hosting U.S. military assets as a form of self-defense.
